Position Title: HOT Strategic Partnerships Officer

Location: Online (SayPro Website) and/or Neftalopolis
Contract Duration: 01 May 2025 – 31 May 2025
Time Commitment: 20–25 hours per week
Position Summary:
SayPro is seeking a detail-oriented, culturally responsive, and proactive HOT Strategic Partnerships Officer to support the implementation of home ownership transfers across Chief-led communities. The role involves coordination between traditional authorities, households, legal consultants, and municipal offices to ensure that property ownership transfers are properly documented, validated, and compliant with legal and administrative standards.
This position will play a critical role in building trust and efficiency between traditional governance systems and formal land administration structures through the strategic facilitation of data collection, training, verification, and reporting processes.
Key Duties and Responsibilities:
- Facilitation of Property Transfer Reporting
- Coordinate the documentation of home ownership transfers within selected Chief-led communities.
- Ensure that data submitted by households and traditional leaders is captured accurately using SayPro’s reporting tools.
- Community Engagement and Data Collection
- Actively engage with Chiefs, traditional councils, and local households to support the completion and submission of home ownership transfer forms.
- Provide on-the-ground or virtual assistance to ensure clarity and accuracy of submitted documentation.
- Training and Capacity Building
- Train traditional council clerks and administrative staff on using SayPro’s online property transfer documentation portal.
- Offer continuous support and troubleshooting to ensure successful system adoption.
- Verification and Record Cross-Checking
- Cross-check submitted property records against official deeds registries and municipal databases.
- Ensure that each property’s legal status and ownership history is verified before progressing through the system.
- Legal Coordination
- Coordinate with SayPro’s legal consultants to review each submitted transfer case.
- Ensure eligibility and compliance with customary, statutory, and municipal land laws are confirmed before approval.
Qualifications and Requirements:
- Proven experience in community engagement, land governance, or property administration.
- Strong understanding of customary and statutory land ownership systems.
- Excellent communication and training skills, particularly with traditional authorities and administrative clerks.
- Familiarity with digital documentation platforms or willingness to learn SayPro’s proprietary systems.
- Ability to cross-reference legal and municipal records with attention to detail.
- Professionalism, cultural sensitivity, and a commitment to ethical community development.
Preferred Skills:
- Knowledge of South African land reform, property law, or rural development frameworks.
- Experience working with local government, traditional leadership, or legal practitioners.
- Data management, digital literacy, and reporting capabilities.
- Multilingual abilities in local languages spoken within SayPro-supported regions (advantageous).
